Yes — once the exhaust warms the sensor up naturally, everything works normally. The penalty is a few minutes of rich running and worse economy every cold start, which adds up in winter and isn't kind to the cat long-term. Safe to drive, sensible to fix.
If it's the fuse, pennies. If it's the sensor, £40-120 for a quality part — the heater is built in, so it's a whole-sensor replacement, no repairing the element. Fitting is usually quick money unless the sensor's seized in, which garages deal with routinely.
Not with the light on — automatic fail since 2018. And because the cold-start running is rich, a car tested before it's fully warmed could struggle on emissions too. Fix first, test after.
